Understanding the Skills in Demand Visa
The 482 Skills in Demand Visa is designed to streamline the process of bringing skilled workers into Australia. Its three-tiered system is based on annual earnings and occupation. These tiers are:
Tier 1 – Specialist Skills Pathway
- Occupations: This tier does not have a predefined list of eligible occupations; however, it specifically excludes trades workers, machine operators, drivers, and labourers.
- Earnings Requirement: Applicants must have a guaranteed annual income of at least $135,000. This threshold will be adjusted annually to reflect economic changes.
- Processing Time: Applications under this pathway will benefit from expedited processing, with a median visa processing time of just 7 days.
Tier 2 – Core Skills Pathway
- Occupations: Jobs and Skills Australia will manage a streamlined and frequently updated list of core skills occupations eligible under this tier.
- Earnings Requirement: Applicants must have guaranteed annual earnings of at least $70,000, with this figure subject to annual indexation.
Tier 3 – Essential Skills Pathway
- Occupations: This tier focuses on roles that are crucial to various sectors but offer annual earnings below $70,000. The government is still determining the best way to implement this pathway.
- Sector-Specific Focus: This pathway is expected to be tailored to specific sectors, incorporating a more stringent regulatory framework, minimum standards, and continuous guidance from Jobs and Skills Australia.

The Essential Skills Pathway: An Overview
The Essential Skills Pathway is a new visa stream specifically designed to address labour shortages in critical sectors. This pathway is particularly relevant for occupations that are essential to maintaining the living standards of Australians but have not been adequately filled despite improvements in wages and conditions. The government is set to open applications for this pathway by the end of 2024.
Key Features of the Essential Skills Pathway
Sector-Specific Focus
The Essential Skills Pathway is likely to be sector-specific, targeting areas where there is a significant and persistent need for workers. One of the primary sectors under consideration is the care and support economy, which includes aged care and disability support. These sectors are vital for the well-being of many Australians and have been struggling with labour shortages for years.
Stronger Regulation and Worker Protections
One of the main criticisms of the current migration system is the lack of adequate protections for lower-paid workers, who are often at risk of exploitation. The Essential Skills Pathway aims to address this by embedding stronger regulations and minimum standards. This will ensure that workers are protected and that the migration system operates as intended.
Collaboration with Stakeholders
The development of the Essential Skills Pathway will involve extensive consultation with various stakeholders, including state and territory governments, unions, businesses, and migrant workers. This collaborative approach aims to create a more regulated and fair pathway for lower-paid workers with essential skills.

Essential Skills Pathway Australia Requirements
To qualify for the Essential Skills Pathway visa, applicants will need to meet specific criteria, which are still being finalised. However, some anticipated requirements include:
- Occupation Eligibility: The pathway will focus on occupations that are deemed essential and are experiencing persistent shortages. These occupations will likely be defined in consultation with Jobs and Skills Australia.
- Earnings Threshold: The Essential Skills Pathway is designed for workers earning below $70,000 per year. This threshold ensures that the pathway targets lower-paid yet essential roles.
- Regulatory Compliance: Applicants and their employers will need to comply with stricter regulations and minimum standards to protect workers from exploitation.
